Library Policies

 

INTERNET AND COMPUTER USE POLICY

PURPOSE STATEMENT

Computer workstations and Internet access are provided to library patrons to be utilized in the fulfillment of the Library's mission of providing access to quality information, resources, and services in a variety of formats and technologies, as stated in the Citrus County Library System Mission Statement. 

The use of public access computers constitutes acceptance that users will comply with Federal, State, and Local laws, as well as library policies. Library employees are authorized to take prompt and appropriate actions to enforce the Library’s Code of Conduct and/or to prohibit use by persons who fail to comply with the Internet and Computer Use Policy as stated or implied herein. Parents or designated guardians are responsible for their children’s use of the Library’s resources and facilities. Parents and guardians who believe that their children cannot responsibly use the Library’s computer and Internet resources are requested to monitor their children’s computer and Internet use.

COMPUTER WORKSTATIONS

Computer workstations are located in public areas. What patrons view is not private. All patrons should be considerate of other library users and refrain from displaying materials that might reasonably be considered objectionable. In accordance with Florida Statutes, Chapter 847.011(1)(a) and Chapter 847.0133(1), displaying obscene materials to minors or printing such materials may be a violation of the law and could result in penalties up to and including imprisonment. 

Citrus County residents must have a library card to log on to any public access computer. Visitors and non-residents may request a one day computer use only access pass. Computer workstation use is limited to 60-minute sessions. Sign-up is required for each time period. A daily maximum of 3 hours per user is enforced.

INTERNET ACCESS

The Internet changes daily and information is often not verifiable as accurate. Errors and intentional misinformation sometimes occur, therefore patrons should always assess the validity of any materials found and be aware that Internet sites may not always be available, for a variety of reasons. The Library is not responsible for the accuracy of information on the Internet or the availability of specific Internet sites. Materials from these sources may be subject to copyright laws and may not be copied without permission of the copyright owner unless the proposed use falls within the definition of Fair Use. 

All Internet resources accessible through the Library are provided equally to all Library users. Parents or guardians, not the Library or its staff, are responsible for the Internet information selected and/or accessed by their children. Only parents may restrict their children from access to Internet resources accessible through the Library. Parents are advised to supervise their children's Internet sessions.

FILTERING TECHNOLOGY

The Library supports the right and responsibility of parents and guardians to direct their own children in the use of the Internet. In compliance with the Children’s Internet Protection Act, Public Law 106-554, the Library provides filtered Internet access on all Internet capable computers. Filtered Internet access may restrict access to sites that could be deemed inappropriate, objectionable, or harmful to minors, but may also limit access to sites that have legitimate research value. No filtering system is completely effective or efficient. Patrons may request that a specific site be blocked or unblocked by filling out a Request to Re-evaluate Library Materials / Web Sites Form available at each library.

SAFETY AND SECURITY

Intentional disruption of the operation of computer systems and networks is a violation of Florida Statute 815.05. Unauthorized access, including so-called "hacking," and other unlawful activities are prohibited.

The library avoids collecting or maintaining records that could compromise the privacy of patrons. Nevertheless, patrons must also exercise caution when using the Internet to avoid unauthorized disclosure, use, and dissemination of personal identification information. 

The Library is not responsible for insuring the privacy of information transferred over the public network. Due to the fundamentally insecure nature of public computer networks, the Library does not recommend the use of its computers for online shopping, ordering merchandise, or electronic banking. 

While the Library does not block these activities, it (1) does not ensure the provision of secure connections to support them; (2) does not provide support or troubleshooting for electronic financial transactions; and (3) is not liable for these personal financial transactions. 

To address the issue of the safety and security of minors when using electronic mail and other forms of direct electronic communications, as well as the unauthorized disclosure, use and dissemination of personal identification information regarding minors, the Library urges parents and minors to keep in mind and adhere to the following safety guidelines: 

  • Never give out identifying information such as home address, school name, or telephone number.
  • Let parents or guardians decide whether personal information such as age, marital status, or financial information should be revealed. 
  • Never arrange a face-to-face meeting with someone via the computer without parents' or guardians' approval. 
  • Never respond to messages that are suggestive, obscene, threatening, or make one uncomfortable. 
  • Have parents or guardians report an incident to the National Center for Missing and Exploited Children at 1-800-843-5678, if one becomes aware of the transmission of child pornography. 
  • Remember that people online may not be who they say they are. 
  • Remember that everything one reads may not be true.
